Run RestoreStack in its own lock scope before constructing ScopedReport in ReportDestroyLocked (matching ReportRace). This avoids acquiring ScopedErrorReportLock or symbolizing the current stack if RestoreStack fails, and avoids holding slot_lock and slot_mtx while populating the ScopedReport.
