Verify CheckedMutex::CheckNoLocks() in EnterSymbolizer() to ensure no internal TSan or ThreadRegistry locks are held when symbolizing. Also remove the redundant ThreadRegistryLock debug check in ShouldReport(), as ThreadRegistry uses CheckedMutex(MutexThreadRegistry) which is already checked by CheckedMutex::CheckNoLocks().
