We're seeing compile timeouts due to huge increases in compile times caused by
https://reviews.llvm.org/rL341674. Issue goes away with the min/max changes
reverted.
Use case is code generated by Halide.
Getting a small reproduced may prove difficult, filing but without one for the
time being for awareness.
