Seems to be a clang-11 regression. We have identified the bug, and have a
patch under review in https://reviews.llvm.org/D88823.
Hans, marking this a blocker. Would be nice to avoid this regression; it's a
panic for non-default (not very common IMO) Linux kernel configuration, but it
may block syzkaller kernel fuzzing of clang-11 built kernels.
