Swift isn't part of the LLVM project; please don't report issues here. (It
looks like their bugtracker is at https://bugs.swift.org/ )
And while you're there, please tell them to fix their builds to set the CMake
variable PACKAGE_BUGREPORT to point to their bugtracker (to fix the "PLEASE
submit a bug report" line).
