I just landed c058eb99 which fixes a crash when compiling vector code without either SVE or Neon enabled (see https://reviews.llvm.org/D158179).
Since this also affects LLVM 17, I think we should backport the fix. I just tried locally and it cherry-picks and builds cleanly.
