We have already deprecate the use of `LLVM_ENABLE_PROJECTS` for libc++, libc++abi, libunwind and libc. We should deprecate the use of `LLVM_ENABLE_PROJECTS` for all remaining runtimes, most notably compiler-rt, which would unblock a lot of build system cleanup and improvements that are currently not possible.
