### Why Are you requesting commit access ?
I am working on the Swift toolchain for Windows. Recently, I have focused on LLVM improvements. My current project is bringing #109483 to completion so we can ship LLVM as a DLL in the Windows Swift toolchain.
I would very much like to have the ability to land my own PRs without having to ask one of my reviewers to do it for me.
