Go back to `clang 19.1.0 (assertions)`.
And this issue is specifically reproducible when using -std=c2x. May relate to https://github.com/llvm/llvm-project/issues/154920 as the same error path although it was already fixed.
Clang crashes when encountering a static constexpr variable that references itself during initialization inside a function. The assertion `!Eval->WasEvaluated && "already evaluated var value before checking for constant init"` in `Decl.cpp` is triggered.
