Summary [Flang][OpenMP] Compilation error when a character type is specified in REDUCTION clause corresponding to declare_reduction directive

In the attached program (`masa_udr_deferred_002_21.f90`), when a character type is specified in `REDUCTION clause` corresponding to `declare_reduction directive`, a compilation terminates abnormally.
After checking `OpenMP 6.0 : 7.6.14 declare_reduction Directive`, the program appears to contain no particular errors.
