Summary mlir-opt --arm-neon-2d-to-intr crashes when handling tensor.from_elements

The crash is triggered while processing a tensor.from_elements operation
producing a tensor<1xindex>, which leads to an invalid llvm::cast to
mlir::IntegerAttr and causes a hard assertion failure.
