I am uncertain about the differences between:
- `LIBC_COPT`: https://github.com/search?q=repo%3Allvm%2Fllvm-project+LIBC_COPT&type=code
- `LIBC_CONF`: https://github.com/search?q=repo%3Allvm%2Fllvm-project+LIBC_CONF&type=code
but they are still living in the tree at the same time. We probably want to clean this up or settle down the guideline on which style should be used in different situations.
