r116122 added C++0x scoped enum support. This is similar to our implementation
(which we never got round to upstreaming, need to find a way to push these
patches and get them reviewed faster), but we have an additional fix covering
C++ [over.built]p25 which I've updated to ToT and attached to this bug.
