both gcc and clang accept
-----------------------------
extern "C" {
  void f() {
    extern void g(int);
  }
}
/*extern "C" */ int g(int);
int h() {
  return g(42);
}
----------------------------

which I think is invalid. Clang rejects it if the second extern "C" is
uncommented. Gcc still accepts it.
