I'm told (in https://github.com/martine/ninja/issues/824) that MSVS sets
VS_UNICODE_OUTPUT, and that cl then apparently emits utf16 output. clang-cl
doesn't.
(Not sure if it's high priority; if msvs can't parse clang's diag output this
might be the cause for example>)
