The last time it was changed, the checkin comment was:

does not impact any of the implementation of libc++, and does not impact the
ABI in any way.

At the current time, we have no plans to change that version #.
The existence of that symbol is the way that users check to see if they are
using libc++.

If there are large scale, incompatible changes (such as, for example, a
"conceptified" version of libc++), then we'll consider changing it.
