Native VST plugins are realized on OSX because the authors actually wrote and compiled the VST *for* OSX.
For example, the people at meldaproduction.com actually write and test their plugins for Windows and for OSX. They then release both versions for purchase. There are native VSTs for Linux as well, but the offering is really a joke. The market for audio effects and instruments on Linux is still small. Therefore, not many software companies will bother with the time and expense to create, publish, and support this software on Linux.
