Thank you for posting the link, but I was not asking about how to
choose a proper license. I want to create free VST-compatible plugin
headers.

Suppose my VST instrument includes code written by others that is
licensed under GPL, so I couldn't change the license even if I wanted
to. Also, I want a completely free codebase. The VST SDK is not free,
and not redistributable. See the problem? So the only choice is to
create a free VST-compatible SDK.

LMMS had the same problem; now there is Vestige which works around the
problem for hosts. I'm proposing to create an equivalent of Vestige for
plugins.
