Currently the entire ENV/LFO tab is disabled on instruments that are
MIDI-based and only give LMMS one output stream. As a whole, this makes
sense, since there's no way to implement envelopes or any per-note sound
shaping on those instruments, everything is sent to LMMS in one stream.

But why is the "filter" portion also disabled in those instruments?
Filter envelopes & LFO's disabling makes sense... but there should be no
reason why LMMS's native (and quite powerful!) filter (sans envelopes)
couldn't be applied to all instruments.

An alternative possibility would be to implement all of the LMMS filters
as native plugins, but since the tab is already there in the instrument
window... why not make use of it?

So I propose that in the future, we make the native Filter available for
all instruments, and only the per-note envelopes and LFO's will only be
available for native, multi-streamed ones like they're now.
