It's actually mandatory. If you make changes to the software, and
distribute that changed software to anyone - even just one person - then
you are legally obligated to provide the source code with all the
changes you've made - otherwise, you're breaking the GPL license.

If you only make changes for your own personal use, then you're not
obligated to share the source code, but if you distribute, you must
share it.
