By nature it IS fairly democratic because it is done in a transparent
nature where we allow the pull request to get discussed prior to be
approved.  An email to the devel list is generally a good idea too to gain
more feedback prior to merging.

The issue with making creative tasks purely democratic is every opinion
delays progress, so the ones doing the work can quickly get disgruntled.
So it won't be purely democratic.  As most creative tasks go, those doing
the work will naturally have a much stronger influence.  i.e. "The one with
the phone in his hand decides which toppings go on the pizza".  This is not
unlike the new theme or the new website... Feedback is always welcome but
progress will win in the long run, so having decision makers that can act
quickly will get more done faster. :)

Once we all get our hands on the sample pack, we can form our own opinions
on similar endeavors like presets.... and hopefully repeat the process
where you guys take lead, as you've suggested. :)
