No, this is just a Qt component binary.

Paul made some efforts in the master branch to make LMMS more customizable
via CSS and a custom QStyle implementation (classes LmmsStyle and
CusisStyle). However due to lack of time I do not expect the master branch
to become stable in near future (heavy changes were begun and need to be
finished). I'd therefore propose to start an approach for the stable branch
to make a theme more customizable. Maybe somebody manages to backport
Paul's efforts to the stable branch so we can see results soon(er).
