The first step in this
tutorial<http://lmms.sourceforge.net/wiki/index.php/Accessing_Git_repository>should
be changed.  This is because ~/lmms is already used by LMMS and
virtually all Linux distros default to the home.

Try this (NOT as root):
$ cd ~
$ mkdir lmms-dev
$ cd lmms-dev
$ git clone git://lmms.git.sourceforge.net/gitroot/lmms/lmms
$ (wait for it to count objects, compress objects, receive objects about 3
minutes on broadband)

Now open a file browser.  Go to home, lmms-dev, lmms, data, locale, de.ts.
 Open this file with gedit, Text-Editor, etc.

The file de.ts already exists, so the "touch" command shouldn't be assumed.

I would recommend the Wiki is updated with some version of these
instructions above, especially for translation, since the translators may
not be very console savvy.
