Summary: 'Don't show on startup' option for Bad timing warning

Initial Comment:
I don't mind the bad timing warning always being printed when needed when
launching it from a terminal - indeed it should but I think the 'Bad timing'
window that pops up just for this warning every time you start muse on a system
where a normal user does not have rtc access (which is the norm under stock
Debian and Ubuntu) should really have a 'Don't show on startup option just like
the tips window does.
