for my automatic wave tempo adjustment, it's of course desireable to
have the wave parts and -events be located relative to ticks and not to
frames.

furthermore, for interpolating wave tracks to the correct sampling rate,
the FRAME type is also inappropriate; because then we'd need to convert
the frame offset from different sampling rates, and this might be a
lossy conversion; in the worst case, when repeating this multiple times,
we might generate hearable offsets to the initial location.

i therefore would like that wave parts are aligned with TICKS (possibly
allowing a fractional tick offset in order to not lose precision; so
"tick 13.25" would be stored as "tick=13, offset=.25". alternatively, we
could pad with zero-samples in the front).

this would also help when the wave parts are used for inserting
"effects" like a scream, a helicopter etc. when changing the song tempo,
these do not necessarily need to be time-stretched; but their starting
position should not change in relation to the MIDI parts.

do you think that would be possible? (if so, please change it. i don't
know all the places where to look)

or will this cause problems? (which?)
