Both should be working.
For the Calf Filterclavier, try connecting a midi track to the filter
clavier and add some notes. I can't check now but I believe that is
the way it works, it filters the incoming audio with the midi data,
somehow ;)

As for the plugin rack. I meant the little box at the top of all
"track strips" in the mixer, if you right click or double click you
get the option to insert audio-plugins that will affect the audio
going out of that track.
As the Calf Rotary Speaker is mostly an audio effect it makes more
sense to put it in this box.

If you want to try it on the Calf Filterclavier you would add it in
the rack on it's strip in the mixer.

just over 18 minutes, a plugin is added to a track in this way.
