It's the same discussion going online and offline here. I will try to
draw scheme for git repos and branches to be more clear what will be
merged from where.

I had very unpleasant experience with git submodules.
Better to go with a repo tool and host a manifest with open
implementations.
Both tools are used for supporting repo inside repo workflow. Yes, repo may be
a good choice(Widely used in android community)
