Test program that exhibits 'odp_buffer_alloc' failures
'odp_buffer_alloc()' fails very early in application's lifetime.
Such failures haven't been observed in 0.4.
Reproduced on 32bit and 64bit linux systems.
Attaching a synthetic test code program which exhibits the failures.
Running the program shows 'odp_buffer_alloc' returns ODP_BUFFER_INVALID very
early (way before pool exhaustion).
