This was discussed last month and is a false positive on Coverity's part. While
the statement is true as it stands, that's only because in this particular case
ODP_COFIG_BUFFER_POOLS is a power of two. When this configuration variable is
not a power of two then this check is needed. When it is a power of two the
compiler recognizes it as always false and does not generate any additional
code--which is exactly what is desired here.
