This patch addresses critical bugs blocking the release of ODP v1.3 and
resolves Bug https://bugs.linaro.org/show_bug.cgi?id=1790

With this patch applied, all scheduler tests now pass reliably and
the MASTER branch can be tagged ODP v1.3.

Specific issues addressed by this patch series include:
- odp_schedule_group_destroy() not behaving properly
- Ordered queues not scheduled properly
- odp_queue_lookup() should not find queues that are pending destroy
- Correct handling of reorder completions to avoid hangs

In addition, this patch series completes test coverage for the new
scheduler APIs introduced in v1.3
