There are two ways we can address this bug. The first is to convert l2fwd to
use the scheduler and ordered queues, as this is precisely the problem that
these are designed to address. The second would be to allow ordered queues to
retain ordering semantics even when operating in poll mode. Not sure how
feasible that would be in all implementations and would certainly involve a
change in API semantics.
