All, I took a shot at adding human readable information about the release but not being an area expert there is not that much detail.
Please review this patch so that it contains better descriptions. Remember, the automated tools will add full coverage in high detail in addition to this text, for example like this http://people.linaro.org/~mike.holmes/odp-release-notes-v1.9/odp-abi-report.html Also the bugs list is auto generated. So we don't want to add lists of added or removed apis etc, what we need are paragraphs about the changes, these are a reasonable example http://dpdk.org/doc/guides/rel_notes/release_16_04.html This change log will live in the ODP repo, the fully generated HTML from this log will live on the website just as DPDKs list does.
