The code base in master is the final correct version for any given release, it
should not contain bug tracking information or todo work.
Bugs or future enhancements should be filed as bug in bugzilla or as
enhancement work in Jira. If there are notes to the implementer of work to be
done it should be in the implementer's guide for that platform, and possibly
listed as a @note in the doxygen for that function, struct etc.
