Implement the APIs: - odp_packet_splice() - odp_packet_ref() - odp_packet_is_a_splice(), - odp_packet_is_spliced() APIs.
This also involves functional upgrades to the existing packet manipulation APIs to be able to deal correctly with spliced packets as input.
