No, that patch is not correct. Take a look at top level Makefile.am:
AM_DISTCHECK_CONFIGURE_FLAGS = --enable-test-cpp \
--enable-test-perf \
--enable-test-vald \
--with-testdir
parameters to configure are skipped and only that one are used.
