The one that is at http://oootranslation.services.openoffice.org/pub/OpenOffice.org/cws/nl_download/ has the shortcuts set differently. Anyway, it is possible to cycle between 2 shortcuts, not more. That's why you are only able to access the first two and that's also the reason why having 2 items sharing the same shortcut is not such a big problem as having 3 or more.
