I believe good local support will make a distro really #1, and who can really give the best local support better than local teams ?
I think local team leaders should talk much more with each other about their needs and plans, we can have scheduled meetings and talks on irc or mailing lists.

Ubuntu Loco teams are the best and should be the best, to promote ubuntu in their local areas by helding seminars and attending local fairs and conferences, advertizing, local magazines, local newsletters, local photos/shots, local stories, local install fests and...
Loco teams are best teams that should start/manage translating ubuntu and have local versions of ubuntu, I really believe that translating ubuntu should be done under management of loco teams (this is the problem I have now, some one else has signed up a translation team for Persian and no feedbacks and I have real headache with translations there)...
Loco teams are best teams that should ship/spread ubuntu CD's in their local area. I think they can manage shipit in their area much more better than Canonical. ( I talked to Mr. Shuttleworth about this, I know some people reselled ubuntu free CD's here and we have educational & interested people that don't know any thing about these Free CDs. This should be managed! )
Loco teams are best teams to support ubuntu. Writing/translating How-Tos, managing local wikis, publishing books and articles, ubuntu courses for desktop & server, phone support, turn key support & ...
We can charge users for some of these supports to cover our costs. local teams can create smaller province teams to better support users in different provinces...
Every local team may have local needs too for example here in Iran many people don't have good internet speed and we have provided solutions on CD/DVD with graphical installer. I think we should talk more about our experiences...
I have a longer roadmap for the Iranian Loco team ;)
