I guess *.cl is a geographical DNS extension and as such the sole responsibility of the Government of Chile. I think the options are to either disclaim it publicly or negotiate with the guy so that you inherit the name and as well all other ubuntu DNS extensions within your region so as to have a redirection to your main site of any other unbuntu.*.
