We usually coordinate our events with other groups, such as LUGs, ACM chapters, or others, and they'll meet in a particular city, but the discussion and advertisement of it is still on the global list. Canada does the same sort of thing for the whole country (with the exception of Quebec, which has some people also on the same lists, but many separated out onto French-language resources for mailing lists and IRC).
