Hi, I think there can only be one LoCo Contact per team (although I may be wrong, I don't really know) and it should be appointed by the team members. Even if there could be more than one contact, it should be the members of your LoCo team who decides who becomes the other one, if the feel that the need more than one.
In spite of this, this list is open to anyone who wants to be on it - even if it is called "loco-contacts@", you can participate without being one. In fact, I am not the Contact for my LoCo team, but as you see I am here (and if I remember correctly there is also someone else from my team here, beside of course Rafael, our LoCo Contact) :).
