Shew, judging by your subject line I nearly thought that Mailman had a bun in the oven (sorry I couldn't resist) While it doesn't solve the problem, a workaround for you might be to use listadmin, http://debaday.debian.net/2007/09/12/listadmin-command-line-mailman-moderator-queue-manipulation/ I use it with a few lists hosted on lists.ubuntu.com and haven't encountered that problem before.
