And I quoted the EU directive that makes that sort of the law for Hungary in my previous mail... ;) Things might be different in Tunesia and many other countries outside the EU though, which is why I said that if that's the case, they should get such a law in place first. Several people mentioned contracts between Microsoft and governments, but that in itself isn't a crime. It's not even wrong in a moral sense. It would be morally wrong if other companies weren't given a chance to compete (which Nizar gave no indication of, prompting my reply).
