I'm unsure why any of that is necessary although some of LoCo's do have
elections and there is certainly delegation of work there is probably not a
need to make a public notice. It seems like you are treating Ubuntu Ohio
like a business or public body that needs to issue official public notices
using legalese but that's really not the case.

All of the things you outlined anyone in your LoCo should be able to take
upon themselves without any ceremony or notice to the greater community or
the community council for that matter.

I would encourage keeping it simple and fun.
