Not a LoCo Directory bug.

It'd be nice to update https://wiki.ubuntu.com/LoCoTeamList (and
everything that links/redirects to it) to explain the process about
~locoteams and ~locoteams-approved and how you get on there.

Bug description:
There is currently a wiki page (https://wiki.ubuntu.com/LoCoTeamList) that 
lists the loco teams, but the data isn't kept in sync.  Rather than having two 
incomplete data sets, the wiki page should be retired (made immutable, 
whatever) in favor of the loco directory.
