I think we need the following solution:

 * Provide a tab on loco.ubuntu.com called 'LoCo Council' which provides some 
static textual content about what the Loco council does and what teams can 
expect from them. We can point people to this tab.
 * The re-approvals second-level nav entry on the teams page can be moved to 
the LoCo Council page as a second-level nav entry.

Status in LoCo Directory: Triaged

Bug description:
At present the loco council randomly pick 30 teams from the 
http://loco.ubuntu.com/teams/reapprovals  and list them on the wiki page 
https://wiki.ubuntu.com/LoCoCouncil/LoCoTeamReApproval

It would also be nice for someone on the directory to link to the LoCo council 
as people end up looking for us it'd be nice to have this information on the 
directory somewhere. https://wiki.ubuntu.com/LoCoCouncil
