It should display in the person's local time, not the loco local time which as has been pointed out does not really exist. for example, https://launchpad.net/~dholbach is in Europe/Berlin https://launchpad.net/~czajkowski is in Europe/Dublin if both are logged in to the loco directory it could show it each individual local time if you are not logged in then show in UTC as it says on the +editlocation page "Once the time zone is correctly set, events in Launchpad will be displayed in local time." so the timezone attribute of the launchpad person is specifically there for localising time display.

Both list the full date, time and timezone that the event is happening. This it too much information for a standard user. For events that only span one day (which will be quite common I guess), you should only show the date once. e.g. a sample output would be "6:00 → 10:00, Wed, 30 Jul 2010". You don't need to show the timezone for the event. Timezones get confusing for people. For example, it's common for people to think that the UK and Ireland are on GMT all year round.
