You will be able to do this when the new meeting features are created,
however, at this time, LD only knows venues to be actual physical
locations.

Bug description:
the LD will not let me create a venue without a location ( even as an
administrator ). I'd like to have filed an IRC room as a venue for LoCo work
with different IRC teams, but I was not able to do so. As a result, it now
looks like the IRC room is in the United States.
There should be an option for an Administrator to create a Venue without a
location, or at least note it as in "The Internet".
