Needs ability to directly link to a comment

Bug description:
It would be nice if the LoCo Directory had the ability for people to
directly link to a comment (similar to Launchpad). That way, I could
easily refer people on IRC/MLs to comments I make about events. For an
example of how Launchpad supports directly linking to comments, see
