We can only solve this bug if we have all the people from each loco team import into loco-directory (as discussed in bug 791727), whether they've signed in or not. Because there is a possibility the person who needs to be nominated loco-contact hasn't signed in yet and then the mandatory field will block saving the form.

This has a knock on effect with loco teams and the loco directory, when we want to contact a team contact it's not pulling that in from LP as it most cases it's empty.
