I vote a +1 for APR. It will definitely make our life easier on portability, and bring more stability to log4cxx.
For ICU4C though, I don't think it worth it. As you said, we don't have the need for their rich time API, and APR should provide what we need to fix the current problem in a portable way, not adding any feature. And adding such a dependance may stop many users from using log4cxx.
So, I'd vote -1.
